
Ep. 16 - La contrarreforma educacional - Lo Que Importa T3

El miércoles 28 de enero de 2015, una portada de Las Últimas Noticias impactó al país. En ella se veía a un niño, vistiendo uniforme escolar, con los ojos vendados, amarrado a una ruleta gigante, como esas que usaba Don Francisco, decorada con los logos de distintos colegios, y que giraba llevando al niño indefenso a alguno de ellos.
El titular era: “Reforma educacional: conozca la tómbola para matricular a sus hijos”.
Más allá de la confusión entre la tómbola y la ruleta, la imagen era poderosa y angustiante para cualquier familia. Un niño amarrado y vendado, sometido a una tortura. Y la advertencia a los padres era clarísima: eso, lo que se ve en portada, le va a pasar a sus hijos.
La reforma que denunciaba el diario popular de los Edwards era la que estaba empujando el gobierno de Bachelet para acabar con el lucro, el copago y la selección en los colegios que reciben financiamiento del Estado. Esa reforma se aprobó pero la portada fue un éxito de opinión pública. Desde entonces, el concepto de la “tómbola” quedó para siempre adherido a las discusiones sobre el sistema de admisión escolar.
Once años después, hoy miércoles 24 de junio de 2026, LUN vuelve a hablar de la “tómbola” en sus titulares. Esta vez el título es más sobrio: es una entrevista a la ministra de Educación en que presenta el proyecto de ley que, según titula LUN, “le quita protagonismo a la criticada tómbola”.
Once años después, el recurso sigue rindiendo, ya no para criticar la reforma, sino para apuntalar la contrarreforma que firmó ayer el Pdte Kast.
Tal vez lo primero que hay que aclarar entonces es que la famosa tómbola no existe. Tampoco por supuesto hay una ruleta a la que se amarren niños con los ojos vendados. Lo que sí existe es un sistema único de postulación que funciona con un algoritmo para optimizar lo más posible el match entre colegios y familias.
Es un algoritmo que de hecho funciona muy bien, pero que no hace milagros. Porque el problema no es de tómbolas sino de oferta y demanda. Si hay un colegio que tiene 100 cupos pero mil familias interesadas en entrar, 900 de esas familias van a quedar descontentas.
Tampoco, y esta la mayor mentira de este debate, esta contrarreforma se trata de devolver a los padres la libertad de elegir colegio que la reforma le habría quitado. Esa es una falacia, una mentira que se repite una y otra vez.
Hoy las familias eligen colegio. Y si hay 100 familias interesadas y 100 vacantes, todas quedan. El problema no es ese. El problema es que en algunos colegios hay más demanda que oferta. Y de nuevo si hay 100 cupos y 1000 postulantes, 900 van a quedar fuera de ese colegio por mucho que lo hayan elegido.
La contrarreforma presentada por el gobierno permite que los colegios puedan salirse del actual sistema y entrar en uno nuevo, llamado de Elección mutua, en que podrán seleccionar según ciertos parámetros. Se vuelve por lo tanto a que el colegio elija a los alumnos.
En 2025 una mesa técnica transversal propuso algunos cambios al SAE, por ejemplo permitir a liceos de alta excelencia y emblemáticos volver a seleccionar por rendimiento. También que el 5% de los mejores alumnos tengan prioridad. Eso sí, la mesa descartó reemplazar al SAE o crear una vía alternativa de admisión, precisamente lo que hoy propone el gobierno. Lo curioso es que la actual ministra fue el año pasado una de las expertas que firmó ese informe que proponía mantener y perfeccionar el sistema
Hoy en LO QUE IMPORTA, queremos analizar lo que realmente están en juego, hablando con expertos en la materia. También, como siempre, invitamos a las autoridades, la ministra de Educación y los subsecretarios, quienes no estuvieron dispuestos a venir a explicar la lógica del proyecto y responder preguntas. Lo lamentamos.
